   The settlement period for a resident to pay for electric energy is set equal to one calendar month. A resident is obliged to make payment for each settlement month on the basis of the data of the electric meter no later than the 25th day following the month. Payment can be made at any branch of the bank, mail in the territory of the Republic of Belarus, as well as through info kiosks, Internet banking, cash settlement centers of the RUE “Vitebskenergo”.
   Detailed information on payments for electricity on the subscriber’s personal account can be obtained on the website of RUE “Vitebskenergo” through the “Personal Account” system.

Debt is a non-payment for electrical energy consumed by a resident in a billing period until the 26th day of the month following the billing period.

   When calculating time-of-use tariffs, the following tariff areas are established:
- differentiated by two time periods:
minimum loads (from 22.00 to 17.00);
maximum loads (from 17.00 to 22.00).
- differentiated by three time periods:
minimum loads (from 23.00 to 06.00);
maximum loads (from 17.00 to 23.00).
the rest of the day (from 06.00 to 17.00).
   On the weekends and holidays the tariffs are set for the minimum load period.
   A multi-tariff electrical metering device is required to calculate electrical energy pursuant to time-of-use tariffs. To clarify the list of applicable electrical meters, as well as to switch to the specified tariff system a resident needs to apply with a written statement to the energy supplying office at his/her place of residence.

    You can pay for electrical energy consumed anywhere in the Republic of Belarus and abroad via the Internet, via a self-servicing terminal, or in a branch of a bank or a post office as residential payments are received through the system of the “Single Settlement and Information Space of the Republic of Belarus” (ERIP/ЕРИП).
    To make a payment, you need to select the district of Vitebsk region where the consumer's client number is registered, enter this client number, and then check the displayed data (consumer's name, address, readings of the electrical meter, etc.). Once the data comletely coincide, make the payment.

    Public authorities and organizations shall provide information necessary for applying the corresponding electricity tariff (on residential buildings (residential premises) where there are no residents registered at the place of residence; on registration (liquidation) in the residential premises of a private unitary enterprise; on provision of residential premises for short-term residence, etc.) to an energy supplying organization.
    If a consumer identifies discrepancies or questions regarding the applicable tariff, we recommend him/her to contact the appropriate office of Energosbyt to clarify the necessary information.

    Pursuant to clause 12 of the Regulation on the procedure for settlements and payments for housing and utilities services and payments for using residential premises of the state housing stock, approved by the Decision of the Council of Ministers of the Republic of Belarus No. 571 dated June 12, 2014 (hereinafter referred to as the Regulation) in cases when a payer of housing and public utilities services owns and (or) possesses and uses one or more residential premises and has no registered residents in them (in one of them), payment for power supply is made according to economically justified tariffs.
    According to the first paragraph of clause 44 of the Regulation, payments for electric power supply are levied at subsidized residential tariffs from payers of housing and utilities services (residential users) in respect of owned and (or) possessed and used residential premises where residents are registered, as well as from payers of housing and utilities services (residential users) who are non-working pensioners who have reached the generally established retirement age, persons who are entitled to benefits for paying for electric services, or disabled persons of group III, registered at the place of residence, based on a submitted written appliction and the documents confirming the residence registration.
    Payment for electric power consumed is made at subsidized tariffs from the date of residence registration (but not earlier than April 1, 2016).

For horticultural and dacha cooperatives the electricity tariff is set at the level of a subsidized residential tariff.

Electrical energy at construction sites during the individual dwelling construction is paid by residents according to economically justified tariffs.

   Electrical energy supplied to construction sites during the individual dwelling construction is paid by residents at economically justified tariffs. The subsidized tariff for electrical energy in case of completion of construction and registration of a residential building in the prescribed manner will be applied when calculating the consumed electrical energy after concluding an electric power supply contract to a residential building from the moment of residence registration of residents or residence registration of an owner who is a non-working pensioner who has reached the generally established retirement age, of a disabled person, on the basis of a written application submitted to an energy supplying office and documents confirming the residence registration.

    Registration of payment benefits to residents for energy consumed is enlisted in the administrative procedures carried out by public authorities and other organizations upon residents' applications, approved by the Decree of the President of the Republic of Belarus dated April 26, 2010 No. 200. This Decree approves the documents and (or) data submitted by a resident for the implementation of the above administrative procedure - this includes an application, passport or another identification document, a document confirming the right to the benefits.
   Pursuant to the Regulation on the arrangements of presentation of documents on the basis of which the right to state social benefits, rights and guarantees are realized by certain social categories, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated December 13, 2007 No. 1738, benefits are provided to residents on the basis of original certificates approved by the Government of the Republic of Belarus.
    Therefore, in order to get payment benefits for energy consumed, a resident who has the right to such benefits needs to apply to the energy supply organization and present an identification document, an original document confirming the right to the benefits, as well as a written application for getting the benefits.

    Pursuant to the Regulation, payment benefits for electricity consumed are provided to residents at the place of residence or at the place of stay as per  payer choice.

    If there is any doubt about the correct operation of the electrical energy metering device, a consumer has the right to contact his/her energy supplying office by territorial belonging and apply for exceptional verification of the metering device with its advance payment (clause 217 of the Electricity Supply Rules approved by the Council of Ministers of the Republic of Belarus dated October 17, 2011 No. 1394). This verification is carried out by the Center for Standardization and Metrology of the Republic of Belarus. If a consumer wishes to present during the examination, this fact should be specified in his/her application. If a malfunction in the metering device is found, the amount of the advance payment for the exceptional verification of the electrical meter is credited to the consumer payment for the consumed electrical energy.

 

    To eliminate an emergency situation according to clause 157 of the Electricity Supply Rules, a consumer has the right to remove the seal (s) of the energy supplying organization notifying the appropriate office of Energosbyt about this fact within 24 hours.
    To carry out repair a consumer shall contact the appropriate office of Energosbyt in advance.

 

   You need to contact a local authority (rural council), where this application will be registered and sent to the appropriate district of electric networks to carry out work to restore the street lighting.

 

  Electrical energy supplied to construction sites during individual dwelling construction is paid by residents at economically justified tariffs. After completing the construction of an individual dwelling (other buildings), you need to do the following:

  • obtain technical specifications for electric power supply to a dwelling house (in the local executive or administrative body);
  • develop a project for electric power supply to a dwelling house pursuant to the issued technical specifications in accordance with the requirements of laws and regulations including technical regulations;
  • perform electrical installation work;
  • perform electrophysical measurements;
  • provide the dwelling electric room to the state energy supervision authorities for inspection to determine the possibility of commissioning (drawing up an electric room inspection report);
  • draw up a Certificate of Delineation of Balance Sheet Attribution of electric networks and a Certificate of Delineation of Operational Responsibility of the parties (in the divisions of the electric networks branches by territorial belonging);
  • provide the metering device for inspection and sealing to Energosbyt (in case of replacement of the previously metering device);
  • to conclude  a contract for electric power supply to a dwelling house according to the established procedure (in the offices of  Energosbyt by territorial belonging).

   The above work can be performed by the energy supplying organization in a comprehensive manner according to the “Single Window” system application principle, it is necessary to apply to the structural office of RUE “Vitebskenergo” (cash settlement center, reference desk of Energosbyt, divisions of the electric networks branches and Energonadzor by territorial belonging) .

 

     Electrical energy supplied to construction sites during individual dwelling construction is paid by residents according to economically justified tariffs.

  Subsidized electricity tariff after completion of construction and design of a residential house in the prescribed manner will be used when calculating the electrical energy consumed after concluding a contract for electric power supply to the dwelling (see the answer to question 2) from the time of residence registration or registration at the place of stay of the owner who is a non-working pensioner who has reached the generally established retirement age, a disabled person, on the basis of a written application submitted to the energy supplying organization and documents confirming registration at the place of stay.

 

   Registration of payment benefits to residents for energy consumed is enlisted in the administrative procedures carried out by public authorities and other organizations upon residents' applications, approved by the Decree of the President of the Republic of Belarus dated April 26, 2010 No. 200.    For horticultural and dacha cooperatives the electricity tariff is set at the level of the subsidized resdential tariff. This means that all electricity consumed is paid by a horticultural cooperative, regardless of its consumption and residence registration of members of a horticultural cooperative at a “low” tariff.        Other benefits and discounts for pensioners and disabled persons - members of a horticultural cooperative in these cases are not provided for by law.

   The Resolution of the Council of Ministers of the Republic of Belarus No.442 dated July 1, 2019 "On modification of the Resolution of the Council of Ministers of the Republic of Belarus No.1166 dated December 30, 2013" (hereinafter "Resolution No.422) has established time-of-use residential tariffs that are differentiated by two and three time periods since July 1, 2019:
- differentiated by two time periods:
minimum loads (from 22.00 to 17.00);
maximum loads (from 17.00 to 22.00).
- differentiated by three time periods:
minimum loads (from 23.00 to 06.00);
maximum loads (from 17.00 to 23.00).

The following types of tariffs were established for heating and hot water supply by the Resolution No. 422 dated July 1, 2019:

electrical energy used for heating and hot water supply with total capacity of electrical heating equipment of more than 5 kW, except as indicated in clauses 3 and 4 of this Resolution:

the period of minimum loads (from 23.00 to 6.00);

the rest of the day;

electrical energy being used for but not limited to heating and hot water supply in dwellings (apartments) not equipped appropriately with centralized heat and gas supply systems and equipped appropriately with electric stoves, when there is no a separate (additional) electrical metering device for heating and hot water supply;

electrical energy for heating and hot water supply in dwellings (apartments) that are not equipped appropriately with centralized heat and gas supply systems with a separate (additional) device for individual metering of electrical energy consumption for heating and hot water supply.

   Yes. According to clause 221 of the Electricity Supply Rules in this case a new owner needs to apply to the energy supplying organization and conclude a power supply contract within 10 calendar days after receiving the title certification documents.
