    The billing period for a citizen to pay for electric energy is set equal to one calendar month. A citizen is obliged to pay for each billing month on the basis of electric meter data no later than the 25th day of the month following it. Payment can be made at any branch of the bank, post office in the Republic of Belarus, as well as through information kiosks, “Internet banking”, at cash centers of RUE “Vitebskenergo”.

For payments for electricity at differentiated tariffs for time periods, a multi-tariff electronic meter for electric energy is required. To clarify the list of applicable electronic meters, as well as to switch to the specified tariff system, citizens must apply with a written statement to the energy supplying organization at their place of residence.

    Payment for consumed electricity can be made anywhere in the Republic of Belarus and abroad via the Internet, in information kiosks, or in structural units of banks or post offices, as payments from the population are received through the system of the “Single Information Space of the Republic of Belarus” (ERIP).
    To make a payment, it is necessary to select the district of the Vitebsk region in which the personal account is drawn up, enter the personal account number, and then check the displayed data (name of the subscriber, address, readings of the electric meter, etc.). In case of complete coincidence of the data, make a payment.

In accordance with the Regulation, benefits for payment for consumed electricity are provided to citizens at the place of residence or at the place of stay of the choice of the payer.

    If there is any doubt about the correct operation of the electric energy metering device, the subscriber has the right to contact the energy supply organization by territorial affiliation and submit an application for extraordinary verification of the metering device with its advance payment (paragraph 217 of the Electricity Supply Rules approved by the Council of Ministers of the Republic of Belarus on October 17, 2011 No. 1394) . This verification is carried out by the Center for Standardization and Metrology of the Republic of Belarus. Payment for power supply at construction sites in the implementation of individual housing construction is paid by citizens at tariffs that ensure full recovery of economically justified costs. obtain technical conditions for the power supply of a dwelling house (in the local executive or administrative body);
develop a project for the power supply of a dwelling house in accordance with the issued technical conditions in accordance with the requirements of regulatory legal acts, including technical regulatory legal acts;
perform electrical work;
perform electrophysical measurements;
provide the electrical installation of a residential building to the state energy supervision authorities for inspection to determine the possibility of commissioning (drawing up an inspection report of electrical installations);
draw up an act of delimitation of the balance of the electrical networks and the operational responsibility of the parties (in the divisions of branches of electrical networks by territorial affiliation);
to provide for the inspection and sealing of a means of settlement accounting representative of the branch "Energosbyt" (in the case of replacement of the previously used means of settlement accounting);
to conclude a contract for the power supply of a residential house in the prescribed manner (in the structural units of the branch "Energosbyt" by territorial affiliation).

The above works can be performed by the energy supplying organization in a comprehensive manner according to the “One Window” application principle, for which it is necessary to apply to the structural unit of the RUE “Vitebskenergo” (cash settlement center, reference desk of the Energosbyt branch, divisions of the electric grids and Energonadzor for territorial affiliation) .

According to clause 12 of the Provision, in cases where the payer has housing and utility services in the ownership and (or) in possession and use of one or several residential premises and if there are no citizens (in one of them) registered at the place of residence of citizens, electricity is paid for tariffs that provide full cost recovery.

By Resolution No. 422, from July 1, 2019, the following types of tariffs were established for the needs of heating and hot water:

electrical energy for the needs of heating and hot water with an attached (total) power of electrical heating equipment of more than 5 kW, except as indicated in paragraphs 3 and 4 of this decree:

the period of minimum loads (from 23.00 to 6.00);

the rest of the day;

electric energy, provided it is used, including for heating and hot water supply, in residential buildings (apartments) not equipped in the prescribed manner with centralized heat and gas supply systems and equipped with electrical stoves in the prescribed manner, in the absence of a separate (additional) appliance individual metering of electrical energy consumption for heating and hot water supply;

electric energy for heating and hot water supply in residential buildings (apartments) that are not equipped in the prescribed manner with centralized heat and gas supply systems, with a separate (additional) device for individual metering of electrical energy consumption for heating and hot water supply.

You can pay for the consumed electricity anywhere in the Republic of Belarus and abroad via the Internet, in the information kiosks, or structural units of banks or mail, because payments from the public are received through the “Unified Information Space of the Republic of Belarus” (ERIP) system.
